The City of Ottawa moved to down-zone the above site and to "freeze" the size of this regional shopping centre. As a result Talbot Consultants International Inc. were retained to carry out the market study and impact analysis for the resulting OMB hearing. The study not only addressed the detailed re-positioning, re-merchandising and impact analyses normally required by the board but also, because of the strong political interest, the very specific needs of the neighbouring residents. In order to accomplish this extremely detailed consumer research was carried out both in-mall and by telephone among the various market components, (residents, office workers, transit users and tourists). The resulting study was presented by us to the board in 1993. In 1994 the board found in favour of our client, overturned the City's down-zoning and approved the expansion.
